Aesthetic (welstand) requirements in Eindhoven
The Welstandsnota Eindhoven 2019 breaks with the Dutch tradition of historical conservation. Eindhoven was heavily bombed in 1942, leaving little pre-war heritage preserved. The current policy puts modern expression and industrial architecture at its core as characteristically Eindhoven. The Strijp-S regime covers the former Philips factory site that was transformed between 2010 and 2024 into a creative-residential district. Welstand assesses here on references to the Philips industrial DNA: red brick factory facades, concrete-panel modularity, steel trellis elements, and large industrial windows. Renovations to former factory buildings may only be carried out in materials that respect the original industrial character. For the residential neighbourhoods in central Eindhoven, a mixed regime applies with attention to the original 1950s reconstruction pattern. In the Stratumseind inner city there is room for more expressive architecture in hospitality designations. The outer districts of Tongelre, Acht, Stratum, and Woensel work with a simple pattern regime: changes may not break the original street pattern. The Adviescommissie Welstand Eindhoven works closely with the Brainport Innovation team to support strategic projects.
Heritage conservation zones
Eindhoven has limited pre-war heritage due to the bombing of December 1942, which almost completely destroyed the centre. The national monuments are concentrated in individual industrial icons including the Witte Dame building on the Emmasingel (1928), the PSV stadium complex partly from the 1930s, and the Bisschop-Bekkerslaan villas in Strijp. A notable monument category is industrial architecture: since 2015, parts of the Philips factory site Strijp-S have been officially declared national monuments, including the Klokgebouw, the Veem, the Machinefabriek, and the Hoge Rug. A dedicated Strijp-S heritage policy is in force here, which permits renovation provided the industrial-architectural integrity is maintained. Outside Strijp, the old village centres of Tongelre, Stratum, Woensel, and Gestel are separately protected as a municipal monument cluster. Here saddle roofs, barn volumes, and authentic brickwork patterns must be preserved. For the High Tech Campus, a new-build heritage strategy is in preparation through which the architecture of Sjamaar and MVRDV will in due course be protected as modernist heritage.
Height restrictions
Eindhoven has pursued an active high-rise policy since the Stationsgebied 2018 area vision. Within the Stationsgebied (the area between Stationsplein, Stratumseind, and Vestdijk) towers up to 130 metres are permitted, exemplified by the Districtgebouw 2024. Beyond that, much stricter rules apply: residential neighbourhoods are limited to 30 metres eaves height, with exceptions up to 50 metres around transit hubs such as Eindhoven Centraal and Stratumseind. For the High Tech Campus a specific campus policy applies, where building heights are a maximum of 30 metres in order to preserve the campus typology of detached buildings in a green setting. In Strijp-S, industrial-architecture respect applies: new construction may not exceed the existing Klokgebouw height of 41 metres in order to preserve the Philips silhouette. For the residential neighbourhoods of Tongelre and Woensel, roof additions of up to 1 storey are permitted provided the adjoining roofline of the neighbours is not broken.
Zoning plan quirks
Eindhoven works with around 30 current zoning plans per area. The Stationsgebied 2020 zoning plan applies dynamic development fields within which there is design freedom, provided the urban preconditions for wind climate, sunlight access, and parking standards are met. The Strijp-S 2018 zoning plan has a unique arrangement for industrial-architecture conversions: residential functions are permitted in former factory halls provided the original facades are preserved. For the High Tech Campus, the HTC 2017 zoning plan applies, with a campus designation that only permits technology-related activities; standard office or retail functions are excluded. The paraplubestemmingsplan parkeren Eindhoven (2020) requires an average of 1.1 parking spaces per new residential unit in suburban neighbourhoods and 0.7 in the centre, a higher standard than in Utrecht or Amsterdam due to a lower modal share of cycling. For the Tongelre-Woensel corridor, a draft zoning plan for inner-city densification up to 60 metres around transit corridors has been in progress since 2023.
