Aesthetic (welstand) requirements in Groningen

The Welstandsnota Groningen 2017 divides the city into four main regimes. The inner-city regime covers the area within the Diepenring, with the Grote Markt, Vismarkt, A-kerkhof, and Martinikerkhof as anchor points. Welstand assesses here on the Hanseatic city architecture from the 14th to 18th century, with hand-moulded red brick, saddle roofs with a steep pitch, and original window-frame layouts including sash windows and cross windows. The medieval street profiles may not be interrupted by dormer windows on the street side or conspicuous facade advertising. For 19th-century extensions (Helpman, Korrewegwijk, Selwerd), Art Nouveau awareness applies with a focus on brickwork friezes, curved corner solutions, and authentic balcony railings. Welstand weighs above all on the street ensemble; individual deviations are rejected when they disturb the collective pattern. For the reconstruction neighbourhoods of Vinkhuizen and Hoogkerk, a more lenient policy exists with a focus on functional consistency. The Westerpoort and Zuidoost industrial estates are welstand-light. Specifically for the station area, the Forum regime applies, which makes dialogue between modern and historic important: new construction may not imitate but must show appreciation for the Hanseatic urban composition. The Adviescommissie Welstand Groningen works closely with the city architect who guides strategic projects.

Heritage conservation zones

Groningen has a rich monument structure thanks to its Hanseatic status since the 13th century. The protected inner-city cityscape of Groningen covers the entire area within the Diepenring, with around 1,450 national monuments. The Martinikerk from the 13th century, the Goudkantoor from the 17th century, and the Provinciehuis from the 19th century form the core monuments. Bureau Monumenten Groningen works structurally with the Rijksdienst voor het Cultureel Erfgoed for changes to national monuments. Specifically for the Hanseatic trading houses along A-kerkhof and Vismarkt, requirements apply regarding the preservation of wooden window frames, stained glass, and original balcony constructions. The A-kerk cluster has separate protected-cityscape status with attention to the combination of the medieval church, surrounding canons' houses, and the historic square layout. Since 2018, the post-war Helperpark garden-district cluster has also been brought under municipal heritage policy due to its ensemble value. For the earthquake-area monuments, extra attention applies: seismic reinforcement must be carried out without detracting from the monumental value, which requires specialist engineering work.

Height restrictions

Groningen pursues a moderate high-rise policy. Within the Diepenring, the Martinitoren height of 96 metres is the absolute upper limit; no building in the city centre may exceed it. In practice, welstand refuses all inner-city projects above 25 metres so that the Hanseatic city roofline is maintained. Around the station area (Werkmanplein, Forum, Grote Markt east side) high-rise up to 60 metres is permitted, with the Forum building as the threshold value. For residential neighbourhoods outside the Diepenring, 25 metres is the standard, with exceptions up to 40 metres around transit hubs. In the earthquake area, different construction requirements apply that effectively limit high-rise: buildings above 6 storeys are not feasible outside specialised new-build clusters without major seismic reinforcement. For extensions to existing homes, ridge-height respect applies; in the garden districts of Vinkhuizen and Helpman, welstand almost always refuses ridge raises in order to preserve the ensemble character.

Zoning plan quirks

Groningen works with around 35 current zoning plans per area. The Centrum-Forum 2020 zoning plan applies mixed-use designations that combine living, working, and culture in the city centre. The Stadshart-2018 zoning plan allows high-rise up to 60 metres around the station area. For the Suikerunie site, a transformation zoning plan has been adopted since 2022 that makes live-work conversion of the former industrial area possible. The paraplubestemmingsplan parkeren Groningen (2019) requires an average of 0.8 parking spaces per new residential unit in suburban neighbourhoods and 0.4 in the city centre, a lower standard than in comparable cities due to the cycling modal share. For the earthquake contour area, the paraplubestemmingsplan Groningse grond is in force, which requires that all new construction or heavy renovation be seismically assessed. Specifically for the Reitdiep and Helperpark, draft zoning plans for inner-city densification are in preparation.
